Overview[]
Covertly serving the interests and aims of the United States of America, the CIA are the nation's premiere spies and intelligence operatives.
The CIA or Central Intelligence Agency is an actual real life organization that exists in the real world. Despite its non-fictional status; it has often become the subject or made numerous cameo appearances or been referenced to in various TV shows and films over the decades of its existence. They have been portrayed as heroic professional patriotic agents to more sinister amoral shadow operatives depending on the source material.
Background[]
The Central Intelligence Agency or CIA as it usually referred to; is the preeminent foreign intelligence service of the federal government of the United States of America.
Although it conducts intelligence gathering operations on it's own; the CIA acts as the central clearinghouse of all data and intelligence gathered by the United States' varied agencies and groups. Thus, it receives information from both military sources such as the US Army Intelligence and Security Branch, the US Office of Naval Intelligence, and Air Force Intelligence as well as civilian ones such as the National Security Agency, the US Treasury Department, and the Federal Bureau of Investigation.
It's primary purpose is to assess, analyze, and provide coherent up-to-date information of people of interest, corporations, and foreign governments directly to the US President and advise him on potential strategic threats to the United States of America and it's interests at home and aboard. It is not a military organization but rather a civilian one and is tasked with foreign intelligence only.
When it was founded, to prevent the idea of this organization becoming akin to a secret police; the CIA is forbidden by law and its charter from becoming involved in domestic intelligence, ie. surveillance and counter-espionage within the borders of the United States. Those responsibilities are strictly handled by the Federal Bureau of Investigation (FBI). Unlike other United States' intelligence institutions and agencies; the CIA is not just restricted to intelligence gathering but authorized to conduct and execute covert operations and paramilitary actions on foreign soil.
Prior to World War II, the United States had little to no organization in their foreign intelligence gathering and operations. In fact, numerous departments and branches had their own separate divisions ranging from the State and Treasury Departments along with the War Department having their own dedicated units for the Army and the Navy branches. In addition, they did not share or coordinate their information. When WWII broke out, President Roosevelt tasked the creation of the Office of Strategic Services which conducted espionage activities and was intended to coordinate strategic intelligence from the various agencies together. It was never fully realized however.
The Pearl Harbor Attack on December 7, 1941 was considered a major intelligence failure and there have been some indications that several of the intelligence branches of the US Military did have some hints and clues indicating that an attack was forthcoming prior to December 7th. However none of the branches were aware of what the other branches knew and some critics have cited that had an overarching organization been coordinating and collating all of the bits and pieces of data; they might have realized that an attack was imminent and an alerted military at Pearl Harbor might have had significantly reduced causalities.
Afterwards, President Harry S. Truman had the Central Intelligence Agency formed on July 28, 1947. Established and headquartered in Langley, Virginia; the CIA helps coordinate intelligence for the entire US Military; analyzes intelligence intake; conducts clandestine espionage and paramilitary operations; performs counter-terrorism investigations; uses satellite and electronic surveillance; and undertakes offensive cyber-operations. It is the United States' equivalent to such organizations like the United Kingdom's MI6, the French's DGSE, the Russian SVR, and Israel's Mossad.
For the majority of its existence, the CIA's internal workings and budget have been strictly classified. It is estimated that the CIA receives a budget of approximately $15 billion annually and has over 21,000 employees and agents. The CIA has also have had several controversial scandals over the decades from illegal wiretapping; the abuse of human rights; and the concealing of information from US oversight committees.
Despite or perhaps because of its clandestine nature, the CIA is a popular organization in various works of fiction and has been used over the decades and referenced in radio, novels, television shows, and feature films in both major and minor roles.
